The sewer and water changes, offered in an email from the developer's representative Mark Oligschlaeger, resulted from concerns that the Grand Water and Sewer Service Agency (GWSSA) may not be able to provide sewer services in a timely manner. The motion Gucci Belt Large Buckle
Oligschlaeger's revisions changed the requirement that the developer agree to provide the county with an updated service commitment from GWSSA prior to county approval of the final plat for each phase. Originally the the agreement required GWWSA to commit to serve the entire project prior to approval of each phase. The commitment now is only for each individual phase.
But getting to the point of the vote for approval was not easy. Because the council voted 4 3 last week against a motion to approve, that vote had to stand unless one of the majority voters moved to reconsider. When Lewis asked for such a motion from one of the majority voters, Bob Greenberg, Joette Langianese, and Audrey Graham sat silent. Lewis than asked council vice chairman Greeenberg to temporarily take over as chair so Lewis, who was also one of the majority, could himself make the motion.

Greenberg then accepted the gavel and Lewis made the motion to reconsider last week's rejection of the amended PUD agreement, allowing the council to start over so that any council member could make a motion to approve. Only Greenberg and Langianese voted against Lewis' motion.
Instead, after considerable discussion about concerns with open space, employee housing, agriculture, and lights, Greenberg moved to table consideration to allow the planning commission time to address such issues. That motion failed for lack of a second.
At a special meeting Tuesday evening a divided Grand County Council rescinded its April 30 vote to not approve the proposed Cloudrock planned unit development agreement. A motion to table the action for further review by the Grand County Planning Commission failed for lack of a second. The council then approved the amendment with some changes regarding sewer and water, and Ferragamo Belt Xl

McNeely then moved to approve the amended preliminary plat with the changes requested by Oligschlaeger and the stipulation that the planning commission review and recommend solutions to the special exception for roads and use on review changes to the lodge configuration.
After explaining that the original agreement allowed for changes in design of the so called wilderness lodge, county planning consultant Richard Grice explained that changes in the county's land use code that replaced "use on review" with "conditional use" have no effect in the developer's ability to change design. While the terms have changed, he said, the procedure has not; the review process stays the same no matter which term is used.
